[Photon] You may be missing one or more required addons for the "Swat Van" (models/tdmcars/emergency/equipment/pushbar_6led.mdl) and some models will not be loaded.
Please check the Workshop page for this vehicle to see the requirements.

Try installing TDM Cars. It fixed the issue for a couple of people.
