You need to lock the terrain in order for models to rest inside.

for some reason the collidors on the terrain wont allow the models to be placed ontop, i.e i cant place tactical marines on the landing pad

Can you import new custom model like Death Korps of Krieg troop, Catachan or the Tesseract Vault of the Necron ? It can be awsome =)
