From opening the esp with notepad, it seems like the gold multiplication is done per vendor category, so it should be possible to solve that part by reducing the multiplication for "VendorGoldFenceStage04" (to something like x7.9 at most)
The reason I use the add item command is because getting money in this game is terribly easy. I can easily rack up 5,000 gold before reaching Riverwood. It isn't really cheating when Bethesda already failed to make it even remotely challenging to find gold.
2.) Click on the desired NPC to acquire their respective ID.
*3.) Type "AddItem f 10000" into the console & hit Enter.
4.) Sell all your shit. If the accumulative value of your merchandise exceeds 10,000, then just open the console, press the up arrow key, & hit enter to give them another 10,000. Rinse & repeat as necessary.
*Note: I wouldn't exceed increments of 10,000 gold as it can cause some irreversable problems with the AI. Reloading your previous save before attempting any of this is the only fix.
Do the steps above & you don't need this script change that could potentially compromise the stability of the game. The above is completely safe as long as you heed the warning in the note. I always hated the merchant system in this game & honestly, they should have just given them infinite gold since this game is basically collect random shit & clutter your inventory sim.

You should probably set it at 31267 at most (because investor and master trader)
That's a common bug in game engine Behtseda used, (Its cropped up before in Fallout New Vegas for me). If a vendor ends up with x amount of gold then you won't get any money from selling stuff to them. They'll get money though if you buy from them. Usual fix is to wait until their shop resets.
But by the sounds of it that most liekly won't work for you.
