I dont remember exact numbers but at 50 or 70 factories total you should have access to all focuses
Is it based on if they are considered a major nation?
anyway the way I imagined it is better living conditions. by that I mean not only that people have more sex (that would need to be applied to manpower with at least... 21/18/16/14/12/10/8/6/4 years of delay depending on what you think about kids in military) but also more people coming to your country (immigration is a thing in Victoria II, set in years 1821-1930s, so why not here?) and also less people dying due to both natural and not causes
1st com - possible, dont know if ill do it
2nd com - it unlocks additional spots
@schutz there's a requirement of certain number of factories (similar to unlocking last research slots in focus trees)
