I tried to use the mod tool to make dwelling races actual starting city races that one could choose from the start with a leader however it was so messed up it didnt work. I would like to help you out Fonzosh but I don't have the skills to really know what I am doing in the mod editor.

@eredar Im working with a pet project but really cant get heads or tails out of the modding tool. Are you interested/have the ability of making an evolving feathered serpent mod?

yes it's one of the choices you can choose at prophet (rank 4) goblin racial governance. http://age-of-wonders-3.wikia.com/wiki/Racial_Governance#Goblins link to see what I mean. this is awesome btw.
