I can make custom characters, but it didn't come with custom background so I'm thinking about modifying the original characters like you did instead and changing their bios as well.
First, you need Paint .net to convert the portrait files into .png or .bmp, then edit them with GIMP or wathever program you use normally. Since all portraits are 512 by 512 pixels, you can configure a 512x512 grid to replace them very quickly. I only used portraits that were already in the game files, making new ones takes a bit longer if you want a good result (black and white effect, vignetting, ...).
Once you are done, you just have to re-convert them into .dds and repack the mod.

I have one question about modding the game with Storyteller tool, how do I change portraits of original characters like you did? I'm able to change the name and bio, but I have no clue on changing portraits at the moment.
Then I'll see if I can add some of the features from the dlc to this mod, like what I did in War Stories.
The "Abandoned House" appeared at the day 8 or 9. Without any description and hints. When I sent my character (Marko) to this location, he just died.
A title "{MRDIED" apperared, then "loading" and thats all. Game over.
I've been playing Survival: Second Chapter for about 6 hours now.
I have to say your mod just makes the game 10 times better and a little more realistic.
Much more challenging and you need to take though decisions etc...
I really enjoy it and I hope you somehow find the time in your maybe busy life to expand the mods, maybe making Survival: Third Chapter.
I have to admit that I do use the No Depression mod as I am kind of... I have some philosophical disagreements with how the mood system in this game works.
I.E we are constantly told and we constantly see soldiers doing terrible stuff, but having Roman killing one will make someone sad or depressed. Doesn't make sense to me(yes I know these are real people bla bla bla war is hell).

You can download the source files (unencrypted) and see the changes for yourself on Reddit .
Only the XML files with a crypted .bin file next to them are modified. You can use a program like Winmerge to compare the whole folder with your mod ;-)
You might want to wait a bit though, because this scenario is way too hard because of that. I'm gonna release an update in the next few days to fix that (cf. Change Notes).

Also added some exclusives features to Second Chapter to make it even more unforgiving: disabled visual cues like enemy positions and health bars, scarcer resources for all scenarios without exception, and dwellers joining in bad shape (wounded, tired, etc...).
Managed to beat that on 3rd try, previously everyone died from cold by day 14-16. Didn't paid attention that days 1 and 2 also got low temperature. ((
