Is the Road Sign Armor set ment to match the Army Armored clothign set? Curious incase you're gonna make a set matching the AA set or if this is all you're gonna make for it.

Right click on rust in your game list, there are some update options there. Did you try on another server maybe, there are rules not allowing skins on some servers dunno.

Yeah I restarted Steam, still not loading, how would i check to see if my workshop is auto-updating?

Ok Gary, I will take your comment into account, I ll see what I can do. Sorry GrinningBacon don't have the skin myself yet so I did not test but did you try to restart steam ? do you have other skins working ? Is you workshop auto-updating ?
