... Tunnel vision, really, I guess. Facepalming so hard, thanks.
If you want to really work things out, you'll need to have every file in that folder loaded in. Its been like a year or so since I messed about with w/e the base of this program is called, when I was doing XCOM2 mods, so I dont know what all you need to do from there. But that will get you looking at the xml and seeing how all the parts fit together. Once someone makes a proper tutorial, you'll be able to just go around and alter various values to make your own custom leaders.
1. Go to your Library, Select Tools. Install the Civilization 6 Development Tools (and, presumably, assets).
2. Launch the Development Tools.
3. Use 'Open File' (NOT 'Open Project')
4. Navigate to Steam > steamapps > workshop > content > 289070 > 870119160
5. Pick the file of your choice to take a look at.

To find the code number, go into your steam settings under the interface and turn on 'display URL when available' and navigate to the game's store or community page - there will be some number string thats like app/[number] - that's the one you want. In Civ's case, its 289070.

You can find different folders with different numbers there. One of the folders is for Civ6, you just have to find out which one it is by checking date or sth else. Within, you may find another folder(s) (depending on the number of mods you've downloaded - I guess). One of these folders should contain the files for this mod
