Report a translation problem
I believe like all non-safe storages this will respawn after a given amount of time, which gets reset each time the player visits the cell (IE goes in the store for this one).
As for putting it on Bathesda.net . I will look into adding it, I have a few FO4 mods up there, so shouldn't be too difficult.

I am not sure, I stopped playing skyrim awhile ago. I would assume the chest would respawn like other non protected chests, but I am unsure.
As for the enchantments potions stack with armor, potions do not stack with potions. You only get the benefit from the best potion insofar as I know.
Also, are the +70% Alchemy/Smithing/Enchanting still effective if you already have +100% in any (or all) of these skills?
Sorry for the confusion. I used the wrong enchantment for the alchemy set, and forgot to change the wording for the enchantment for the enchantment set. Those are now fixed and the latest version has been uploaded.
