So even if city can't work more 3 tiles, It force AI have better City spacment wish could make conquest more interesting and may AI City more effecient...

For example, I place cities 6 tiles apart so that each city can work the 3 toward each other. The AI places their cities 2 or 3 tiles apart so when you attack you have to deal with multiple city defense, which is annoying, but worse the AI cripples itself with crappy cities with only a few workable tiles, thus creating unhappiness and barbarians. I have attacked a civ many times only to see it already destroyed by barbarians it created from poor spacing.
This is NOT intended for your cities to work 6 tiles in each direction, thus placing cities 12 tiles apart. That would be silly

On the other hand I manage to push no more than three the working and purchase price of workers.I have Tried to change
Global parameter nothing.
Game effect or Modifiers like CITY_PLOT_YIELDS too nothing.
I am thus surrounded in my work.
And for the trouble i'm searching solutions like i explain on description.
