Do you know of a mod (other than Control Building Level Up v0.4, as it no longer works) that will keep my buildings from leveling up within a district? I want them to stay what I start out with in a district - as I'm trying to create a map of small islands in a tropical area - so need to keep the little shacks and small houses as they are. Any mods that you know of that will do that?

I'll gladly take any suggestions you can give. :^)
