Especially since their unique unit, the samurai already has the ability. Giving the Samurai +5 Combat Strength to replace their unique bonus feels really wrong.
I'd suggest something like speeding up training of land units (Swordsmen, Spearmen and Crossbowmen) instead of all units fighting at full strength.
