Right now the project is super empty, I'm still doing the main roads/intersections. Might update you in a month or two. Im entering exam season :/
So no, it's probably off by quite a bit, but people need to give me a break. So many snide comments today. If you want it correct, then I wrote a guide on how to do so and we have instructions for precise 1:1 scale. You won't be able to fit all of Macao in it, though. That was the goal of this map.

The dead all say it was worth it just to live on such a cool map. ;)
1. If you're not using any custom map theme on your save game that you're loading yet this message pops up, just hit "okay" and you'll get the default theme, nothing will go wrong.
2. If you've decided to use a custom theme, it's likely you'll also get this message on the Load Game dialog box, and the theme dropdown shows "none" instead of your custom theme that's supposed to be there. Hit cancel to that load game box, then click "load game" again, and magic! that custom theme box will now show the last custom theme you saved it with
Subscribe to the Unlock All Tiles mod I linked. Start Cities. On the main menu, click Content Manager, then click Mods tab, now activate the developer's mods "Unlimited Money" and "Unlock all", and then also your new Unlock All Tiles mod. It will give you a popup. If you want, accept.
Back to main menu, click start new game, you will land in the same spot, but now click the big globe on the far left bottom of your screen. Whoosh! :D Now click a tile you don't own, click buy (unlimited money! and click that symbol again to go back to regular view. That's how you expand, and how you will eventually get to Taipa, Cotai etc! You can continue playing unlimited money if you like, or go back and just leave the Unlock All Tiles mod active.
But let's help you out a little more. If there is any one mod that you might want to have, it is this very simple old and trusty mod https://steamhost.cn/steamcommunity_com/sharedfiles/filedetails/?id=403798635 It gives you the power to unlock all 25 squares. The base game only allows 9. There are other mods that do this, including one that unlocks 81 tiles, but I don't advise it especially for a beginner, it can cause a giant mess of your game. I still use the old one I linked for you

Somehow, one of the Loading Screen Mod options was checked that disabled loading generic industrial assets.
Sorry for wasting your time.
I found out that setting a district and giving a specialization spawns buildings but when I switch it back to generic, they get demolished.
I'll see what recent additions I have subscribed...
I have tried loading another city save and the buildings spawn just fine. Am I missing something or it's the map?
