By the looks of this you extracted from the wrong gma, it seems you extracted from the torbjorn ragdoll pack instead of this one.

It should be in models/trumpetplayer/torbjorn along with the armorpacks.

They're props and should be found in the addons tab under "Overwatch: Torbjorn's turret and armor packs."
