I think the stats could be

On hit =2 health regained per second (this caps at 10 health)
Extra health regen is lost on death/ubercharge (unless the uber was from another medic)
-20%damage
-15% fireing speed

if it uses the uber saw taunt, it would be funny if they make it where the enemy's tourso implodes on itself like a juice box... but that'd probably be too technical and maybe tacky looking
