there is no point in suffering -100 opinion for 5 years if cant even change the laws freely during it, making this rather useless

Well, it's intended. As far as I know most vanilla events that change law system also trigger a cooldown. so I kept it.

when i did abolish the council power it triggered the cooldown for voting laws, so couldnt do anything with it. was that an conflict with another mod or is this outdated ?

im not subing to this mod as it doesnt do what id prefer it did rather it change the saying no to saying yes instead of a decision that abolishes council power also needing certain traits
but just letting you know you gave me one hell of a laugh

Well in my country the chairs are sentient so we must grant the vote. This was caused by the great funiture revolution in which all chairs were declared equal. Sad times.
