I did know cyclists enter metro stations. Really bothers me that when the Cim jumps off the cycle in the station, you loose your blue follow-button and bounce back to where you jumped into the Cim .... so I have to know where the Cim is getting off ahead of time, jump out of FirstPerson while I still have the follow-button fish-hooking the Cim, green-button the Cycle, and click on the actual Cim's name to blue-button the Cim --- so I can continue through the metro ride with him/her. Such a hassle.
And I did not know that dynamic weather was avail without AD ..... probably because I didn't realize it was there till after I put the AD on my computer. Thanks for the heads-up on that. :^)
Hope you are enjoying your prisons now. :^)
I'm so glad you got the DLC for AfterDark.
Now you can check out the neat bicycle lanes on some of the roads - so great. You will have cyclists in your city now - they'll ride down the sidewalk if you have no cycle-lanes on the road, so no problem, but it's neat to see them use the cycle-lanes. (and you can jump into a cycling Cim just like a regular Cim with Tony56a's First Person Camera mod).
Also, you have an option in ContentManager - GAMEPLAY now that lets you pick Dynamic Weather (or something like that) ... which gives you rain and fog and lightening and cloudy days and non-cloudy days, etc. And you can also pick (in ContentManager-Gameplay) to use the day/night cycle - which is really neat - you get to see the stars come out, the moon go up, and the city lights light up all over the map. Sooooo pretty.
Give it a try. :^)

Sounds like the prison is taking in prisoners (800 prisoners in a city of 180,000 is a good number). Sounds like the prison is recognizing the chopper as your prison van. Now just follow it to the police station it's getting it's prisoners from and watch to see them emerge from the prison.
There have to be 10 or more prisoners in a police station, I've found, before a van (chopper??) will head out to pick them up. Even though the prison has 10 vans if they were needed, it only uses enough to pick up the prisoners pushing the limit at their stations.
Anyway - follow that chopper and then watch the station it hovers over - you might see a crowd-in-orange heading out from it.
:^)
There are no placement tricks for this prison that I know of. It's just a building made to sit up against any road. If it has a road to attach to, and it plops for you, it should work. I did think of this, though....my prison doesn't have a heli-pad. It was created to use prison vans for pickups.
Would that maybe be the problem? I'm just spit-ballin here - don't really have a very good answer for ya - sorry about that.
:^)
Thanks for the kudos. I'm sorry your (helicopter??) is not picking up prisoners. I never had helicopters.....do they come with one of the newer DLCs?
I did notice a funny idiosyncrasy that might be of help or interest to you.
My cities drive Police Vans to police stations to pick up prisoners and bring em back .... but they can't always get the prisoners to go into the van ..... chuckle ..... sometimes the prisoners pile out of the police station in a group (all wearing orange outfits) and immediately start on a cross-country trek together headed in a straight line for the prison (as the bird flies). The prisoners all get there and the van gets back there, but they go separately ... with the prisoners all on-their-honor to go to the prison....so cute......
Watch as the helicopter hovers over the station and see if a bunch of folks in orange start walking away from the station - that might be your prisoners on a "walkabout"..... chuckle .....
Oh well, guess I'm out of ideas.

I'm sooooo sorry Acheesman. I just reread your question and realized I didn't answer it properly. You wanted to know if there was a mod you needed to make the prison work. Nope. No mod needed. You do need to subscribe to the tree, though, and I didn't have it listed in the "required items" section on the column to the right of the description for this asset. My bad. In my defense, I was just learning to mod buildings when I created this one. So sorry. You can click on it in that area and subscribe to it now, if you like, as I've placed the link to it there now.
Again, my apologies for that ---- and again, no other mod is needed to use this building.
:^)
Keep in touch with me, please, and let me know if in a few weeks you are still noticing the prison missing.
Oh - did you try plopping a new prison building? If not, please try that and let me know what the result was. Being a beginner myself, I'm completely stumped by it's dissappearance on your board. I'd be interested to know what happens when you try to drop a new on into the game.
My conclusion is that the new 1.9 upgrade (the one that hit us all when the GREEN cities went on the market) is still in need of "tweeking". This is something I cannot change - it has to be done by the distributor (Paradox) or the manufacturer (Colossal) of the game.
My suggestion for both of us is to give these two entities time to notice their problems with the new upgrade and fix them....maybe two weeks?
I can tell you that - since I'm only a beginning modder - all my assets are just vanilla buildings that I've copied and revised via the asset editor to give them new purposes, so they shouldn't ever have problems with the game since they are actually Vanilla buildings created and supported by the creators of the game..
I went into my games and checked to be sure my prisons were still showing. They were. I tried plopping a new one in the game. It plopped just fine. I thought maybe the prison had burned down, so went into my asset editor screen to see if I'd made the asset fireproof or not .... and at that point discovered that only the base building came up on the editor without any of the trees, benches, fenceline, etc. Even more disturbing .... the black dialogue box that comes up on the lower right side of the editor's screen was entirely missing. That is where modders manipulate the properties of the asset - like fireproofing, maintenance cost, size of the ground asset sits on, number of workers, color of building, etc. Checked a lot of other assets by other modders that I had in my game and found the same problem.
