The update to 1.0 only changed the version code, so just enable it in your 0.19 game. ^^

As far as I'm aware population has to be increased for each storyteller individually. My storytellers will not conflict, but they also will not gain an increased variant. Their desired populations are higher than the vanilla ones though.
