Report a translation problem
I wanted to make it possible to save the settings in the mod proper but I'm not sure how possible it is to do that or how.
my gmod's been bugging so i have been removing and tweaking alotta code to fix the fps issue

I can't even troubleshoot the issue much either since I don't have a display capable of going above 60 at this time.
Otherwise, that's just the fault of how I titled those settings. I thought they'd be funny little secret settings or something and I didn't know what to title them.

If you want specific commands, I'll work on a list here in a moment. My mod doesn't include saving of these settings because I don't know how to make it save these settings without using the launch option method.
The reflective objects option toggles this effect, the option in the menu is called Reflective instead of Specular so people who don't know the proper name and what it means can (hopefully) understand what it does better.
Also if you are playing a workshop map that never had lighting or you are playing a map that has lighting but it somehow broke, it defaults to fullbright.
There is a way to fix a map that actually broke but I cannot remember how.

The difficulty setting was removed because it appeared to not do anything because someone at Facepunch removed most/all of the difficulty scripting. Last I checked, only certain SNPC packs and gamemodes have difficulty options that use an entirely separate command and also use their own settings in the spawnmenu.

1 is easy, 2 is medium, 3 is hard if I remember correctly.
I will re-add difficulty to EEO when I know for a fact that it actually does affect difficulty.

I went into a server, the beam became white.
I went into a different server, no beam.
Just did some testing, both singleplayer and some server hopping, and...
It looks like it's a plugin or mod the server runs to prevent physgun abuse. So the only way you're gonna get around it is if you find a server that isn't running the anti-abuse system.
I distinctly remember a Garry's Mod update released around 2016-ish that made it so you cannot make your physgun beam invisible during multiplayer. It was even talked about in the patch notes for the game as being updated to prevent players from abusing it.
I was even testing the black physgun around this time too and I witnessed the change myself when I tried using the black physgun on a random sandbox server after the update. I think I remember even trying to find a way around it, but I never did.
I made this mod about a year after that happened.
You can't hide the light, it's part of the game.
They changed the black physgun color in an update a few years ago because people were abusing it.
None of your questions involve this mod. These things happened before I made this mod.
