If your savegame is prior to this cutscene, you have to go to Vega's room again (the shed in the back of the house). There the (shorter) cutscene should begin - the player getting knocked out. It should then end with the player (Nikas) standing up slowly behind the bandid that is talking on the radio. Then the player can move to him and knock him out, as I wrote in my last comment.
If the cutscene does not start at all in Vegas's room behind the house, then this might be a bug and I recommend you to restart the mission.
Did you approach the bandid that is talking over the radio? Right after you get up from the ground, then the cutscene ends, then run to him, then you'll punch him down. Then you can take his gun.
This is how it normally works. If not, perhaps it helps if you restart the mission.
It also breaks the SN super backpack mod virtual arsenal quick access button, though I don't think the overlap between those who have that mod and those who play this campaign is that much.

If you have played this before, try to find out another ending. :)
If you have downloaded and installed the mod you need to launch Arma with the mod activated. It is activated when the mod symbol appears in the main menu.
This should be in your tasks, is it not?
