Not all games and csgo things are like this, for example you can download a csgo map by subscribing to it. It's just like this with skins for games (CSGO, Dota, TF2, and Rust come to mind) This is becuase skins have value in those games so being able to just use a skin would defeat that purpose. Sorry if I did not sum it up well, it's 6am. Hope I cleared up some confusion though.
