Alright, since I kew what to look for I managed to find and fix the issue. The mod has been updated with the fix.

Hmm... I have off tomorrow so I'll take a look at the files. Does it mention the name of the sound causing issues or something?

Can't start the game with this mod either. Seems like it depends on a sound from your vault survivors mod so its not standalone?

That's weird. I just checked and there's nothing wrong with it. Nothing even showing up in the console either. Might be some sort of compatibility issue with another mod, maybe.

the game crashes whenever it tries to load the ini file for the plasma/laser rifles

Yup, it's in the list of things to add. Probably both the Enclave and the BoS will have it.

Hmm... what about giving this faction a different minigun type instead of the current one?
I'm thinking about the SMMG or Shoulder Mounted Machine Gun from the Fallout NV addon Lonesome Road.

It uses 10mm instead of 5mm, less ammo capacity, slower fire rate, increased damage, more accurate and slightly lighter.

I just tested it and it doesn't seem to be the case for me. Still, there's a number of things I should mention:

-The hats are actually ignoring most of the damage, specially if you see the bullet go thru it. The hat working like that is the best way I could come up with headshot dodging.
-They will eventually break or can sometimes get knocked off when hit from certain angles.
-They still transfer damage to the head, which will explode after a set amount of "evaded" bullets so they are specially vulnerable to automatic fire.

Officers are almost as weak as Vault Dwellers so they needed an advantage of some kind. A way to survive headshots and their Gunslinger perk seemed good enough.

The Enclave Officers hats need to be altered, they're somehow more resistant to bullets than the helmets worn by the BoS soldiers not in power armour and even the NCR helmets.

I like green more. :P

I was actually going to make them more like the color they use in Fallout 3, which is khaki but the NCR will be using that color a lot so I choose dark green for the Enclave.

White will be for The Institute.

I'm working on the NCR now. I already have the basic soldier ready, NCR Trooper. I also have the Service Rifle ready, which has better aiming range, accuracy and damage output than even the chinesse assault rifle but it's not fully automatic. They also have a copy of the scoped Hunting rifle but chambered to use .308 ammo instead of the .32, which is the same ammo that uses the Sniper Rifle in the BoS faction, so it does a lot more damage.

I have off tomorrow so hopefully, I'll have the NCR ready tomorrow night.

Thanks, man. I was modding another game I had no feedback, so I eventually moved back here after playing some fallout new vegas and fallout shelter, which was why I came back with fallout factions in mind. :P

Hmm... I think I can include a perk mechanic for some units. For instance:
Gunslinger Perk: Any handgun held by this character cannot be hit, gets x2 aiming range bonus and x2 short range accuracy bonus. Enclave Officers and BoS Scribes could have this perk and it should work with handguns of all fallout factions, not just the ones from their own faction.

Nah i reckon don't give them stealth boys (Since there would be plenty who never got one ;) ) Maybe make them fill a role similar to enclave officers?

Recon armor on some of the brotherhood initiates would be pretty cool too

Yup, though I have no idea how to make them invisible or transparent due to how their sprites work. Maybe I could instead add randomly spawned clothing pieces that allow bullets to go thru them without causing damage. I do know how to do that.

Adding the master's army is kinda unlikely. I want to add a brain unit similar to the master itself to that faction, though.

Thanks, lads! Glad to hear you are enjoying the mods! I haven't decided what to work on next but there's at least 2 people asking for the NCR so I guess that one is next. Caesar's Legion will probably follow.
