@Lavo that is sad, I have a pop with 20% hab on a planet, they are happy, but using a TON of food, consumer goods, and amenities. That modifier still needs to exist.

I hope you are able to find a work-around (if you are).

This does not work for 2.2.* as from that patch onwards pops are set up such that they can go to any world with no habilitability check. The modifier this mod uses no longer exists, sadly.

I do, just it's not going to happen for awhile, given that Sins of the Prophets needs updating first.

Do you mean forcing a minimum of 60% to colonize? I can possibly make a submod for that, if this is what you are thinking of.
