Added an edit to adjusting the promotion values yourself as well as what I have put in the mod.

Would it be possible to add more usable levels to the units? In Civ VI, there was a mod called promotion expansion in which I could have my lvl 20 scout who was still gaining usable promotions each level. I enjoyed that mechanic because it encourages you to take care of your experienced units rather than having to replace them all the time (much more so than it does now).

So put the gold victories and coastal raids upgrade 3 and move the others up? I'm not 100% sure how to edit the first promotions and I don't use naval raiding but I can try and see if it works.

Could you change subs so they don't start with that inacurate and pointless first promotion (sorry Firaxis, subs have never been prize ships).
