Public Domain are things that aren't in copyright, either by expiration or because it was an old work that was never in copyright to begin with.

What you're describing is essentially communism. Just because an idea or a thought is on the Internet does not make it open for everyone and their brother to use automatically.

Actually due to fair use and the map being in the public domain to the best of my understanding so long as a person does not try to profit from or take credit for something that they did not do that is withen the public domain they may basically do with it as they please...
