That is supposed to be like that. This is also in the description that the park is freely placeable.

Do you have the source for the trucks and other extras? When I place this, I just get a plain concrete surface.

That's strange. I have just tested and have found it. I use the asset UI Priority Changer. The park is find far back, because i have set the priority to 4.
