Actually, everything is as it was intended. With the blue gel you should jump while preserving cube.

Im not sure if you know this or not, but you can use blue gel to just jump over the emancipation grills without any issues and put the cubes down. So that negates about half of your level right there. Neutral vote, I'll up it if you manage to fix this. Thanks.

We broke your level. Put blue gel down on the other side and bounce over the emancipation grill with the cubes.

I'm guessing the flip panels on the right side of the wall are to let your buddy get back from the far side of the lake, but my friend and I were able to solve this puzzle without ever using the flip panels. Considering it just respawns you instead of restarting the puzzle if you die, we just suicided our way back over. The only reason to go about using the flip panels would be if death carried a penalty like losing portals, but we never had any portals of particular value on the far side of the lake.
