If you think that expanding options of sending mp and manpower i will reconsider this.But imo this expansion is sensless because you can send it mulltiple times.
Thanks for your interest. Extended timeline mod is the most beloved one in this game. So terrorism should be in your mod while we play with ET too.
Also coup attempt is a very good idea too. For rivals only.

Unfortunately terrorism is the reality of our age. Maybe an option can add as "give support to terrorists" action to "Rivals" by "building spy network". Spy network of this option should be 100 as it has to be so hard to make. Effects of this option may be loosing manpower (1k), stability (-1), loosing tax, production and manpower of a random city (-2), opinion (-100).
I want to add this manually to your mod, but unfortuantely couldn't understand how to add.
Also, as you know many countries restricted relation with qatar in real life. maybe an option like this can be add. effect of the "restrict relations" option may be "cannot improve relations for 3 years", and "forming a coalition against them".
I accept the second one should be hard to make :)

Answer for second question is simple you can subcribe mod which modifiy only dlc conntent without needed dlc, game will startup fully working(ofc if mod is properly writen) but you will still miss features included in dlc. Which simply means that in fact it will change nothing in game.
If the mod doesn't say you need DLC to use said mod, then does that mean it doesn't require any DLC, at all? Like is it possiblle for steam to not have a "DLC required" message on a modpage, but then the mod author says in the description that you require "Wealth of Nations" to use the mod? Thanks!
Cause I see all these mods that enhance the custom nation designer mods and I want to use them but I don't currently own the DLC that introduces that designer. I'm just afraid the mods will break my game cause I'm missing the DLC or something. Thanks!

@Arche Seleukeia selling ships is possible if you have one of dlc, "ask for join war" is currently imposible to introduce.
