Report a translation problem
I've never used Plentiful Traditions, as I prefered Expanded Stellaris Traditions and it's Ascension Perk partner.
I'm not going to be able to update just to change the version number, (to get rid of that stupid, near useless outdated marker), unfortunately I've taken on the care of my elderly grandmother, and my time and focus are limited. If the mod is actually broken, then i'll look into doing what I can to fix it.
If you test it out and it actually fails, let me know and i'll get on to fixing it asap.
Perhaps a -2% mod might be more fair? It'd cap out but work really well.
@Christopher : Thanks for telling me, I'd probably have missed it otherwise. As for tomorrow? We'll just have to find out.

The mod should be fine in 1.6.1 if you just ignore the outdated warning, since 1.6.1 didnt change anythign related to unity as far as I'm aware. Try it out, and if it doesnt work, tell me and i'll update immedately.
