I'm running BPV(+UI overhaul) and Extra Districts and ASPR and none of their districts have trouble showing up (well, except one from ASPR but others from that mod are fine).
Are the districts currently disabled or something? Or are you using a different coding for adding districts that might be causing them to not appear?

Which order they come in is random, but you will typically get edenization first.
This is also all independent of whether the Utopian Infrastructure decision works. If you are using base Ultimate Tech without my or SolidSpaceDisk's patches, you will crash to desktop. In the patches, the decision works but what it does to districts isn't quite as intended as there's basically no way to do it without modifying vanilla files (slightly, but enough to make compatibility a bit more complicated).

Just note that as mentioned, the utopian infrastructure decision will work but currently it just adds new district options and redistributes your old districts where it makes sense. Without vanilla changes, or new planet classes and major changes to the current events, I can't disable vanilla districts.
Otherwise, should be good for most use-cases in v4.* until Stellaris breaks something else.
