I cant get the background to work, any reason why this is? File location, File type, File size?

Hey, great wallpaper! I'm currently using it but everytime I restart my pc the outer circle resets to the color red for some reason. Any idea how to fix this?

Changing the background was a great idea. I've just combined this with "Cofee in rain" and I'm happy as a child. Thank you.
