Report a translation problem
Either Suankularb or Suan Kulap is fine. The latter is closer to it's pronounciation in Thai.
Also, it seems the college spells its name as Suankularb.

Leader: Leopold II
Leader Bonus: The Red Colony. Receive double the number of envoys if you were to get one and place it in a city state. E.g: 1=2. 2=4. 3=6.
Civilization Bonus: Anthem of the one. Gives +2 to food, amenities, production, culture & gold in your capital city.
Weapon: Hotchkiss M1914. Replaces the Field Cannon. Gains bonus defensive strength & gains +1 movement on non-hills. Moving on a hill simply uses up all your movement for a turn.
Building: Rhinemeiser. Replaces the Aquaduct. Gives off bonus tourism & culture.
Agenda: Centralizer. Likes when you stick to a single continent, however sending envoys to people on different continents is fine. Hates when you spread out too much and build too far apart.
