Right now, I change the MTL file.
As long as the carriage is changed back to passenger transport, the purchase menu is normal. Very strange.

The "bug" is the way the game's functionality has been setup, to use an "OR" option on all loads. Would help if you can set certain loads at specific stations, but so far it seems there's been no intent on including that option in game (even at least, indicated intent). Each car can only carry one of the type at a time, until fully unloading. The way described, I interpret that you're intending to have "PASSENGERS" or specific types of GOODS on each ccr.
