Report a translation problem
Maps only break if they rely on mods that break (such as maps that need Network Extensions, for instance, are in danger with every update, which is why I swapped them for vanilla roads)
The map theme is listed in the required items. It's New Caledonia (Custom Pavement) v.1.1.
The LUT is an experimental one that isn't on the workshop.
I also used Daylight Classic, Dynamic Resolution, Ultimate Eyecandy, and PostprocessFX.
I would recommend using the Relight mod + its LUTs instead. Relight Average and Relight Neutral are nice, and you can tweak them with the mod itself. (They weren't out at the time I made the map, sadly)
Trafffic ++ V2 is known to cause it (although nobody should be using that anymore anyway.) There might be others.
It's easiest to check this list of incompatible and broken mods. (Copy the URL, Steam's link filter freaks out over google docs documents.)

Did you connect them to a road grid?
Have you checked your mods for incompatible or broken mods?
Other than that, love the map, so many ideas :)

Something else you can try, if you use the 81 tiles mod (or the Cross The Line Mod), is to remove a large chunk of trees. It's possible the old bug is affecting your trees.
Another option is to use the Prop It Up mod and replace all the free standing trees with some of Pdelmo's excellent low poly trees. They are lighter on the system, and look better as well. Their LOD might be better, especially if its a bug with the vanilla trees.
(I would recommend doing that on every map anyway, as it looks better and is more FPS friendly. I used the vanilla trees so people can choose for themselves which trees they want to use.)
Try turning off all mods and assets and see if it still happens. The fastest way to do so is to copy the map into the local folder (from C:\Program Files (x86)\Steam\steamapps\workshop\content\255710\935193705 into C:\Users\[user]\AppData\Local\Colossal Order\Cities_Skylines\Maps) and then use the --noWorkshop launch option to temporarily disable the workshop for the game. (Steam app> Library > rightclick on Cities Skylines > Properties > Set Launch Options. Simply copy paste --noWorkshop (the entire thing, the capital letters matter) and hit ok.)
Also, yes, try setting the Level of Detail option to Very High, and Textures to Medium or High.

Which is possible, as the map is very close to the 250k tree limit. They fixed it by reinstalling, but that is a bit drastic for my taste.
I've never seen it happen on my (admittedly very potato) system, but it is possible that some systems and some GPU drivers have an issue rendering that many trees.

Mods like Adaptive Prop Visibility Distance and LOD Toggler can increase and decrease the distance at which the LOD appears. Sometimes their settings might go wonky and things start looking weird. If you use any of those, check their settings.

Does it happen when you disable all mods? It strikes me as an issue with the Sharper Textures mod or one of the LOD mods.
It could also be Theme Mixer's config file, I've had to delete it a few times in the past over texture issues in random saves. (and for some reason it often magnifies textures unless I load every map and save with the vanilla texture and set the theme post-load)
The amount of traffic depends entirely on how the new mayor handles things. ;)
However, if you want to add more outside connections, you can use the Unlimited Outside Connections mod with either the 81 Tiles Mod or the Cross The Line mod to simply add new road and train connections wherever you please. :)
Alternatively you can open the map in the Map Editor and change the connections to your liking. :)

Many seasoned players demolish the entire road network of any map, and place their own connections instead. For that I recommend the 81 Tiles mod and the More Network Stuff mod. These two will give you full control over the various connections.
