SKSE isn't to difficult to install, so long as you are comfortable navigating your computer folders.
The site I link to is the main SKSE page, and the downloaded zip file contains a text file read-me with instructions.
If you do decide to install SKSE, I recommend looking for the mod SkyUI.
My personally opinion is that PC Skyrim should always be played with SkyUI as it gives a proper mouse and keyboard interface for menus and inventory management.

GetGameSettingFloat and SetGameSettingFloat.
They have parameters of type string. I've not had time to narrow down the exact effect of each parameter, so here are the four I change:
fJumpHeightMin (default, 76)
fJumpFallHeightMin (600)
fJumpFallHeightMult (0.1)
fJumpFallVelocityMin (700)

Also, the boots and spell should continue to work no matter where you go or what you do. Only reloading the game by quitting and loading a save file should stop the jump effect.
What the boots/spell does is change a few game settings. Unless another mod is resetting the game settings when you enter a dungeon or city, I have no idea what is happening.
I might have time to rework and look over this mod in a few weeks, so I'll have a closer look at the effects and scripts. However, I can't think were it could be going wrong. The script only changes the game settings at two points. When first activated, and when deactivated.
Sorry this has been such a pain for you...
Also the spell side, is it sposed to only work whilest outside as in if I go into a dungeon or thru city gates, the page loads, seem to bring back to normal, no biggie can just re cast,.. just would like to ask is that how its sposed to work ?
