Oh my, somehow I have completely missed the previous comment. Probably read it in not a working state of mind.
Anyway, tested, and indeed, saves are bugged. The stunning actualy works after save/load, it's only the effects that get broken, so you still can use it while I fix it.

was the save stun thing ever fixxed? I encountered it a year ago and haven't used the weapon in a while and I wanna see if its viable again

I think I found a bug. When I load a quick save, the enemies don't get stunned but still get sucked in. Auto saves don't seem to have this problem.

On first hit (when monster has no resistance) - 5 seconds. Resistance can go up to 90%, so if you try to stunlock an enemy it will be stunned for only about 0.5 seconds with each grenade with max res (stun refreshes, not stacks).
