The cloud system for Reforger is a whole new ball game compared to Arma 3 but yeah, I have been trying to tweak the clouds over the past year or so but so far nothing to compare to Sullen Skies for Arma 3, I'll keep trying though. ;-)

Just subscribe and load the mod, then play on any of the supported maps to enjoy Sullen Skies.
I don't think they are compatible, both doing similar but different things to the skybox.
I wouldn't recommend running both at the same time.

Correct, not compatible with RLW, both mods are doing similar things to the cloud system.

I'd suggest having your clients load the mod locally then add the server key to to your server.

No need, this version of Sullen Skies supports Panthera, just load this mod with Panthera.
(Both versions are supported Winter and Summer)
(It's worth remembering some community made maps have incorporated Sullen Skies into them)
Just subscribe, the config file does the rest for you.

I've added support to a range of community made maps.
No, I've tested performance with and without the mod running and found no fps hit.

As long as the server has the key installed, Sullen Skies can be run clientside.
Not sure, Sullen Skies does make some small tweaks to Haze so I'm not sure whether running the reduced haze mod will overwrite those small tweaks.
Guess there's only one way to find out brother..... :)
How you control the weather is based on the settings you use in the Eden Editor.
Sullen Skies only changes the cloud structure, that is all.
