I used the Two Way Highway from Mass Transit DLC.

I've found where the road connection is supposed to be, but theres no road there. Just emply space? Am I ment to download something else for it?

Yeah, dont worry, i found it eventually, it was only a little small highway at the top left of the map :P

Use the 81 Tiles Mod (unlock the western area or use "unlock all tiles for free").
