If a mod modify the same file of yours, it won't work, we can't start an enormous discussion in comments, it's slow xD

what do you mean by that just copy the directory in the mod file and make a new decisions text file and edit it?

how do you get it to work with mods, I have made new division template in a mod file but they never worked with other mods

it's really simple. Under common/decisions/open the file: search for population growth and raise it an enormous amount - enjoy :)
