Saving and loading your game should fix that.
Enable the mod in the Additional Content menu.
Carthage already does start in Africa. Specifically, it starts on a random spot within the region that's present day Tunisia.
Geneva starts in Switzerland, Hattusa in Turkey, Jerusalem in Israel/Lebanon, Preslav in Bulgaria, Valetta in Malta, and Granada in Spain.

The most likely mods to be broken by this patch are UI mods, things like CQUI, Production Queue or NQ Enhanced UI. I'd suggest turning those off first, and waiting for their various authors to update them.
*pardon, a little question. do you suggest a standard filling of the map, given example 4 civs and 6 cs for Tiny map; and 8 civs for Larger map and the so (because of resources, sea etc)
Better terrain around North Africa (the Atlas Mountains now exist), tweaked resource placement a bit, and added option for True Continent Names.

I played your huge map with sumeria and i made the setting before starting, that there will be more luxury goods to spread. But when i started the game i found absolutely no one.
Could it be that this map has problems with that setting?
