The fastest way ive found is " mat_reloadallmaterials" In the console.
I think Changing mat_specular does the same, but along with a bunch of other things.

as far as i know, mat_specular shouldn't interfere with the flashlight, but r_shadows does, try setting that to 1

There is a little problem:
It doesnt work with mat_specular 1 and changing it to 0 takes an hour
