@Skirmisher, that comes with the Custom Scene Mod, which is a Chinese mod that's not available on the forums. Here's a Dropbox link for it: https://www.dropbox.com/s/33of6s6nvo2fhiu/BesiegeCustomScene10.1.rar?dl=0+
If you visit the Besiege Discord, there's a text file you can add to convert it to English.
