@Tinu2048 The problem with Ali Zohayly is that he is mentionned in Hoi 3 https://hoi3.paradoxwikis.com/Persia_ministers but I don't find his photo is the game files (maybe from a DLC that I don't own?)

Ali Zohayli may or may not be an anagram to Ali Zohari, a National Assembly social democratic politician who didn't had much things to do with the economy (it's modifiers)
