since this is no longer required turn this so it will permanently disable player-to-player collision

This just won't appear on my mutators list. Same problem with every other mutator i subscribe to. Maps are added to my game without a problem.

this mut stop working after a round or 2 in my listen server, anything i can do to reload it? is it conflicting with other muts i have active? (pat health, chat icon)

Yes, it's whitelisted. It is automatically downloaded when you next launch the game after subscribing. It may require you to restart the game before it shows up in the mutator list though.

This needs to be part of the game, best idea ever and I've had my fair share of griefers over the years, a guy who griefed me recently joined a server I was on, the server was running this mutator and he quickly left :D

Obviously this only works if you're running a listen server or installed on your dedicated server. But this should be a default game feature
