Report a translation problem
I deleted that ESP and yours straight away downloaded and put it self in my load order
I opted for this one because it sounds better.....

If you havent already try unsubscribing then close steam and re-open and re-subscribe.
It may also be worth doing a search in skyrims data folder for the candlelightring.esp or any files with its name. Then either delete or move them out of the folder and then go back to the skyrim launcher to see if it downloads.
But otherwise I'm not completly sure, it sounds like the laucher is simply not picking up the mod.
Does it say there is a spell coming from the ring still even after you unique it? Or is the glowing effect simply appearing. It could be possible you have a second ring equipped (as the ring itself is technically not in an armour slot due to mod compatibility in other words it is possible to equip more than one at a time)
Make sure that you are also familiar with load orders as they can influence what is overwritten if there are clashes.
There are programs that can help with load orders like the nexus mod manager, if you don't have it already.
Otherwise if this does not help there is a program which you can use to find out what is clashing in the mod specifically, named Tes5edit. (Mainly used to clean up mods)

Sorry about the problem I’ll keep an eye out for things that might fix it if it persists.
