[BW] Loremaster of Hoeth - Arcane Phoenix mount

Description
Description
Simple mod that adds the Arcane Phoenix mount to Loremasters of Hoeth. It can be used in custom battles or in campaign as a skill unlock at lvl 17. The Loremasters were jealous of Teclis getting a flying mount and decided to whip out that sick ride themselves.

High Elf Mage (Life) - Forest Dragon mount
High Elf Mage (Heavens) - Star Dragon mount
Loremaster of Hoeth - Arcane Phoenix mount
High Elf Mage (High) - Star Dragon mount
High Elf Mage (Death) - Black Dragon mount

FAQ's
Q: Is this savegame compatible?
A: Yes

Q: Is this compatible with X & Y?
A: Yes, most likely. It has very high compatibility

Q: Is this SFO friendly?
A: It works with SFO, but is not balanced for it. I currently have no plans to make an SFO version for it.

Did you mean to give Swordmasters and Loremasters a 55% missile block chance? Seems rather high in my estimation.

working great for battles, but no mount is given in campaign to any elven mage or loremaster

@Cole Avenue, @vic91190, @MeGa_NOOB, RaymondYin, my bad. Tried testing with making both (skill nad anc) lvl 1 so I can do some campaign map testing.It should be fixed now (for real).

I see in character_skill_level_to_ancillaries_junctions that the level is set to 17, but in ancilliaries_to_required_skills the required skill level is set to 1. Maybe the bug here is that we're being given the option to put a point in the skill too soon and the mount will start working once we hit level 17?
