as for disabling other factions from using those units without completely reworking the coding for assimulating minor factions i don't think so. provided they have colonized a region with their villages or hired the units from the mercanry market they will have em.
someone may be able to code it so you start with the sister's hero instead of the regular one and that their villages only spawned in your starter region which should mostly keep the units only avaible to you. not sure if once pacified or assimulated they still spawn into mercanary market tho.
Tbh it's inflexible stuff like this that put me off playing the game and continues to do so. I have started playing AOW III, cause that gives much more freedom and meaningful choices.
For me EL needs a comprehensive faction editor and map/scenario editor and some way of setting many more player-controlled parameters.
