The bridges are not the problem with an infantryonly map; The key is the way the Hq base area are configured. Meaning that the base HQ bases for both AXIS and ALLEDS would have to be only big enough to fit the infantry barracks producing facility.

No fuel points would help. But it seems there is a default fuel built into the game over all. This in a very long game somebody will reach a building level for something. Fuel is needed to upgrade some infantry aspects. Thus the hq base building for any forces has to be restricted in a manner that a support and infantry barracks are the only thing that will fit in that designated area. Additionally entry and exits from the HQ areas has to Infantry passable only or just big enough that a jeep and motorcycle can use if its a land route, Bridges would have to be scaled down also to either wooden or small foot path crossings if any are to be used. Otherwise and existing maps that have area, Need to have all vehicle crossing and passes so restricted to prevent passage. As well any bridges need to be demolished and made non rebuildable.

Just play using a mod that only allows infantry. NHC mod does this. I am told by others that there r other mods that also support infantry only game modes.
