Figured out my own problem... I was making the publishing process more difficult than it needed to be. Nobody tells you that in order to publish your custom map you have to be IN GAME. Here are some easy steps to follow to get your custom map published:

1) Make sure your map file (*.sga file) is in the correct folder. ...documents\my games\Company of Heroes Relaunch\ww2\scenarios
2) Launch CoH (steam version)
3) Once at the main menu, select the Workshop option
4) Click on the Manage tab
5) Select the map you want to publish
6) Click on the publish button. Be patient once you press the publish button; it may take a few minutes for your map file to upload to the steam workshop. Once your upload is complete you should see "published" under the "State" column.

Your map should now be available on the Steam Workshop. Add screenshots and descriptions to you map by going to the workshop through the steam app under your files.

Followed these directions (thanks for that). I see my map, but I do not have a Publish button (it shows as only subscribe). And yes I did accept the Workshop License agreement (many times).

Are you trying to publish from COH while in game?

I eventually worked this out. Had file in wrong folder. Still flaky from time to time though.
