A Mod Suggestion

I have an idea for a mod, Not sure if it would even work but, The idea is a mod that gives you a new country to rule, a BRAND NEW COUNTRY that you can mold into whatever style country you wish. the country would have the very basic policies enacted at the start.

A minimal military, basic police force, low starting population of say 1000 +- people. a million in starting funds maybe 4 million in debt. your job at the beginning would be to grow this fledgling state into a thriving country to rival the other nations..eventually.

Perhaps add new events and dilemmas pertaining to you being such a puny little infant nation and how you'd deal with these situations.

All modding for Democracy 3 is quite easy to do, this included. The problem lies in that all values have lower and upper limits and some values, like population, is fixed from the start. I could make "Empty Canvas Republic", but it wouldn't be anything special really.
